We have to save us themselves because one fails to excite interest for psi-technique possibilities of both the pedagogical and medical management (including the WHO). To save himself is difficult to a sole person. Therefore IAPS (the International Association For the PSYCHE SURVIVAL), which was initiated/organized by the author, units those, who has already received psyche freedom by means of its (IAPS) help, in order to help others to receive the same help.
The author repeatedly and even insistently offered to transfer for the wide practice his techniques (the intellectual property of IAPS) to the state and interstate structures - from regional (of the lowest level) and up to the Russian Federation Ministry of Health, the United Nations and the WHO. But no one official structure has accepted this gift, despite of wide range of these techniques efficiency and other principle advantages. For instance one of the techniques (ÐulÐur) is
• admitted officially as "a result of scientific activity" (The License the USSR State Committee for Science and Technics ¹ 1360 of 25.06.1990);
• approved
•• practically: independent approbations (with the patients given by the verifying part) in Germany (1995) and in Armenia (1998, under aegis of RA Ministry of Health - the methodological twin of RF Ministry of Health);
•• scientifically as a dissertation theme(the speciality 19.00.01 - "general psychology"; it is asserted and approbated by USSR HCC (Highest Certifying Commission) in 1997);
Ministry of Health has not agreed even to carrying out of its own approbation. All this has just forced the author to found IAPS (1989). è
