Unlike all previous chapters, mainly theoretical, research, this chapter is mainly practical. Therefore it is allocated into a separate part.
    It is shown here, that psyche epidemic of narcotic dependences among teenagers
• threatens the preservation of to the saving of Russia as independent Russian state,
• demands urgent rescue saving measures, and that
• these measures can be provided ONLY on the basis of FP abilities, considered in the first three parts.
    The urgency degree of the problem, urgency of its decision was revealed (by the author) in 1999 and then it was published. Attempts to inform the first (making the final decisions) persons of the country and some regions administration of this emergency were unsuccessful, because of insuperability of bureaucratic barriers. Meanwhile, the acuteness of the situation accrues, and with more and more rates.
